I’d argue the Russians do much better narratives. Their Tsarist-era Protocols of the Elders of Zion got Henry Ford to buy a newspaper to give Jew hatred the airing he thought it deserved, and inspired the Germans to attempt to rid the world of Jews,

Whatever anyone might say about Russian propaganda, it gets results. And then there’s Russia’s Comintern phase, when its attempt at global conquest found a new vehicle. Without the Russian talent for homicidal lies couched in egalitarian language, would Marxism-Leninism have taken root in so many places?
