Context! To put it simply, as long as there was no clear law condemning a prosecution, the Dems could rush in swinging the balance scales like a whip - almost all of these petty ambiguous Trump prosecutions. Now there are defined limits regarding POTUS!

Of course tyrants can still bring vague meaningless legal cases against Bob Ireland and little jeremiah, just not against the president of the United States! :^)
