The SS Agent did see the shooter before the round went off. you can see he lifted his head. The round went off on Trump. Then the counter strike. I'm not blaming him. at first glance it does look like the proper action by the Agent. He was a fraction of a second to slow.

Take a look at the second counter sniper on the roof next to him. The shot that hit Trump went off. The sniper ducked down and did NOTHING! One guy took the shoot with the other counter sniper cowering

More than a second too slow, it was reported he fired multiple shots, at least 3 spectators also shot, one fatal, two in critical condition.
