Is this “round 2” vote kinda like ranked choice voting here in the states?

It’s a runoff. No majority in first round (Le Pen got 32%), then parties make deals for a second round revote. Le Pen likely didn’t lose votes, just didn’t gain enough either. Exact totals Monday.
