Daytimers/sundowners.

Not to mention how they had to have been trying to adjust his circadian rhythm, in the week preceding the debate.

Possibly the difference is from sundowning, meaning that many elderly alzheimers patients become inactive after dark. He may be more lively during daylight hours than after dark. The drugs may not have worked last night, or the Rat handlers didn't want them to work last night.
