IMO basically Biden is running to be able to say
“I was instrumental in getting the first Female
into the President's Office”.

In other words.... Elect me and I'll step down at
a point and we will have the first ever Female as
President of the USA. Depending upon my step
down date she can serve the remainder of my term
and be elected for either one to two full terms.

I would think that would be vote getter for the
female population.
