They were probably driving around with their windows up WEARING a MASK not to long ago.
Seriously, IF that canoe is 12’ long they are illegal. Meaning they are over the width restriction for any highway in the USA without a WIDE LOAD escort.
Even if they had it turned 90 degrees you are still required to have a RED flag attached to the back of anything protruding more than 3’ beyond the back of your vehicle.
This is why all BOATS that you are allowed to two on a standard trailer need to be a maximum width of 8’. A standard highway lane is 10’ wide. This canoe if is 12’ wide would overhang the center line of the road by at least one foot or more.

Reminds me of the time a couple of years ago we saw a pickup truck pull out of Lowes with a brand new refrigerator, upright and not tied down.
It was tipping when they made the left turn, but righted itself.
Two miles down the road we again saw the truck, this time on the side of the road, the refrigerator was in the ditch busted all to hell..................

The 1982 Subaru GL wagon I used to have had a horizontally opposed four, basically a water-cooled VW motor.

He has a RED FLAG. So, technically it is legal.
FYI, I have a 16’ canoe. So, even with the tailgate of my pick up truck down it sticks out almost 8’. So, I always put a RED FLAG on it to be legal.
