I worked in government. With exceptions, the "good guys" who are on the inside when an agency breaks bad are mostly trying to hide and hope they are not noticed, do not get personally compromised, and do not get punished for not being on the team.

When the dust clears, they might pop their heads up though like a prairie dog from a burrow and and say, "I was not involved because I was one of the good guys."

Are they good guys? Usually they are, as people. As to honesty in government, I am reminded of Revelations 3:16. "So then, because you are lukewarm, and neither cold nor hot, I will vomit you out of My mouth."

If we are not living in Post-humanity times, just wait. There are many who are lukewarm, or even cold. Add in the servants of the Dark lord and it is easy to see which way the “winds” are blowing.
