People in that crowd get to vote several times each.

Courts in the states have had to rule whether or not to make corrupt Dem officials purge the voting rolls of long dead people and ones who did not prove to have residence in a district. Some courts rule for and some against.

Example: Man in Detroit in the 2020 election in a Detroit News article said “Without asking I got two paper ballots in the mail at my house. One for me and one for my grandpa who die 19 years ago. This used to be his house then. If I wanted I could have just filled out the choices and dropped both in the mail. I didn;t. But how many thousands did that?”

I suspect a ballot could get you $200 or so if you knew where to take it.

Basically like mailing out $200 dollar bills.
