Nations feel they have a right to draft men for their wars. That includes the USA. Is that shameful? (I know that many Libertarians feel it is. I respect that as a philosophical position, but it's out of step with what most nations do. Libertarians tend to be very idealist (again, a good thing).
So, please stipulate for the sake of discussion that the Ukraine has a right to conscript it's male citizens. Many of them don't want to go. That's very understandable, but it's still against the law.

I just found your description of this event interesting.
I don't think too many people (except the far left) found America arresting and prosecuting people for draft-evasion "shameful" in the Vietnam era. Most of the "shame" was poured out on the draft-dodgers, not the people enforcing the law.
