I understand what you’re saying. Trump wants to do for the whole country what you propose for the ship.

The ship is a metaphor for the country. It is the ship of state. It doens't take much to save it for now. Marrying a derelict ocean line with an abandonded pier shouldn't be a hard task. Someone like Trump could buy that abandonded pier. The politicians can't do anything unless they find a way to steer the business to the right people.
