That’s a website called Scam.com and gives no specific info about legal action. I searched and found no record of any past, pending or current federal action taken against Ripoff Report or its owner. I found one example of a state lawsuit in which RR had to pony up a little over $14k in attorney fees to the plaintiff, in 2023.
I intended to post the following to myself, since looking into Seruga yielded more information.
There appear to be numerous complaints at Ripoff Report on this putz, describing how he and his associates scammed people out of hundreds of thousands of dollars in California over fifteen years ago. This link shows nine.

Earlier this year Seruga made claims via his X account about Michael Cohen and Stormy Daniels. One America News - OAN - published it. They had to retract it because Cohen apparently sued OAN for defamation and won.

Tony Seruga is a highly regarded X (Twitter) political pundit. Seruga, who has over 78,000 followers, also claims to be an “Intel Ops CIA/NSA Contractor and Whistleblower” in his profile.
Nope.
What’s really going on here is probably that they’re using this guy as an agent of chaos. Meaning he’s out there making outlandish and outright false claims, while sounding like he has insider knowledge. All pasted on top of his (apparent) dubious personal history.
There were two other FR posts using Seruga’s information as gospel - on November 16 and 17, 2023. One post starts out:

The guy’s a walking train wreck. On purpose.
The story is not either of these individuals. It is whether the stories of a rapid increase of police equipment losses is true or not. And if it is true, why is it happening. I was hoping that some with LEO background or close contacts could add some information.
