Stroking themselves. It was important as our whole navy and air force was literally worthless as foreign advisories and Terrorist could crash any ship or plane they wanted at any time.
Ever wonder what would happen if we didn't have a navy and Air force? It happened and lasted for years. They where running a sh.. show for years. Acting like everything was fine blaming them on "accidents" and good officers errors.

The strokers likely to this day doesn't know how the software works. IE: magic to them. They made firewall software.
