One solution. Use Aluminum as the conductor instead. Cables would have a larger diameter but their value would be less than a third of copper.

Cables encased in a stainless mesh would discourage easy cutting.

Initially, yes. Then, as the demand for aluminum rises, the value of aluminum will rise, and the theft of aluminum charging cables and soda cans will ensue. It's a vicious cycle.
