Oddly I think he is not drugged up. I think that is his normal state without the drugs. But one other consideration is opiates. High dose opiates will induce a higher tone in the musculature that induces stiffness. I well remember in rat lab for pharmacology we injected the rats with morphine. It was part of the study. We leaned the rat up against a bell jar with the syringe over his shoulder. The rat stood there for several minutes. It was funny. The professor was not amused but I think he did laugh when out of sight.
I do not think Biden was on opiates. I think this is Biden without uppers.
