It's possible Musk could just purchase the remainder of Presidents Island (where it's going to be located) and gate off the only access road. He could have his own Island of around 800 acres of land for his own compound. It's still got rail and barge access.

I just checked the map, and the TVA’s Allen Fossil plant is right up alongside President’s Island. Looks like a good place!
