A military subordinate does NOT return a salute.

A military subordinate initiates a salute, and a superior returns the salute. The subordinate must maintain the salute until the superior returns it.

My dad retired from the US Army. In 1970 we were entering onto the base one day when I was around 10 and the MPs saluted as we drove through. My dad taught me then to always return a salute and if you salute someone then you hold your salute and until they return the salute.
