Having eliminated any glimmer of popular sovereignty and human rights in Russia, Putin also failed to build a successful national economy, so he needs a unifying principle to justify his power. In classical authoritarian fashion this means inventing an external threat. Picking one that is in fact all but powerless (i.e. "the WEF") works best, because he can claim to be succeeding in his defense without expending much energy.
His biggest trouble now is that he believed his own propaganda, and thought he could knock over Ukraine "in three days". His failure there bit him in the.....ah, hinder. He's maneuvered himself into a box, because the way out is to break down the kleptocracy he built and restore popular sovereignty, along with a market economy. Which will get him murdered by his fellow kleptocrats. All he can do is double down until he dies or is removed. I'd pity him if he weren't such an evil man.
