They did, in the ‘80s. “Pepsi Free”. It failed. Marty McFly asks for one to set up a joke in the 1950s in “Back to the Future”.

“I’ll have a Tab.”

Even at the time the movie was made, Diet Coke had wiped tab off of the soda fountain dispensers. "Pepsi Free" was very rarely found in a dispenser, and certainly not at a lunch counter diner. But it made for a cute joke.
