Is that an administrative function? Wouldn’t a law have to be passed by a legislature to convert a misdemeanor into a felony?

Who or what jurisdiction initially decides what violations of the law (written) are felonies, what are misdemeanors, etc.?

Surely there is something in writing for the police to follow before making an arrest for any violation?

If not, society is lawless.

You miss the point - the law is what they say it is, not what the law says.

The conversion was done by Bragg to bring the case.

Society is now lawless - which is part of the Plan to destroy the USA. All is going swimmingly.

In case you are interested in History, the origin of this current push began under Noxious Nixon and his quest to make Alaskan Aboriginal management into regular case law. Hardly any one outside of the people in WA state and Alaska paid any attention. That was largely due to the managed news of the time.

Follows: a 100 page abstract of 10,000 page opus. I have run out of time to write either due to age.
