I think you are correct in that Col Nell hasn't offered any evidence for his assertions. But his background gives him a little bit of credibility.

Now I'm not saying that we should assume that what he says is true. It is always possible that he is part of a government disinformation campaign.

That said, his opinions might be worth considering.

• Former Director of the Pentagon's Unidentified Anomalous Phenomena Task Force (UAPTF)

• Degrees in electrical engineering, mechanical engineering, strategic studies, and computer science

• Worked at Bell Telephone Laboratories, Lockheed Martin Missiles & Space, Northrop Grumman

Nice credentials but these just show he’s been in the system a long time and heard a lot of rumors and scuttlebutt.
He could be right but he also could be setting himself to write a book and get on the talkshow and convention circuit.
