The context was emergency declarations, covid specifically. Other research I’ve done on the President’s plenary powers mostly relate to declassification and suggest that the President can declassify by action, not just by words. If I understand the situation correctly, the people who classify material are part of the Executive Branch, which means they work for the President. They can assign a classification to material or information, but the President can overrule them at any time and there isn’t much that can be done about it. Ferret-faced Jack is trying to obviate the issue of declassification by pushing the notion that PDJT endangered national security with his document handling, but the ability and means of declassification will probably become the material point as the Florida documents case unfolds.
