Yes, this follows Germany and one other European NATO partner doing likewise. I think Putin (correctly) sees this as preparation for war. Certainly Europe seems to be celebrating that they have roped the U.S. to supply youth and $$$ to fight another war for them.
Putin has announced Russian naval exercises in the Caribbean soon. These are ominous signs in preparation of war -probably world war if China joins Russia. If D.C. can engineer that prior to the November 5th elections - batten down the hatches!
