Do you have any facts/references that led you to that conclusion - because where I live that is not the case, as far as I know - Spectrum built out their network here decades ago.
Ask Google: what infrastructure does spectrum use?
Also, I asked my local Spectrum service agent before I switched from T-Mobile.
