My considered take as a computer professional is that MicroSlop is trying to chase people off PCs onto tablets and smartphones, where they can be more easily controlled by the smaller screens.

Disagree. Microsoft has little penetration in the tablet market with Surface, and even less with Smartphones, despite numerous attempts. Chasing people to Smartphones means chasing t hem away from MS and towards Apple/Android.
They are moving towards the Google tracking and selling personal data model. Windows 11 has more hooks than Windows 10, and TPM, which required on Windows 11, sinks the hooks in that much deeper.

Accept nothing less than a desktop with a fair sized case.
Something that is relatively easy to monkey with.
