Let’s suppose they really are good swimmers. Do we have any reason whatsoever to think they care about saving the lives of Americans? Because that’s another necessary condition for being a good lifeguard.
Consider that fine newcomer who committed a violent crime in Times Square and then flipped the country off. Would he make a good lifeguard?
Also lifeguards tend to be high school/college students. There’s no need for them to have jobs.
