In NY it will only be the citizens. Law Officers and Retired Law Officers will be exempt. When they became Shall Issue you should have heard the Members of those classes wailing when they realized they had to take the mandated course, but they still got exemptions for the areas no normal person is allowed to carry.

If NY and other states keep it up, the SCOTUS might invalidate all gun laws by declaring them unconstitutional. I would love to see officials prosecuted for violating constitutional rights.

If cops are pure eeevvvillll, and also nobody should be allowed to carry guns except cops...you might be a Democrat.

Shall issue is a second amendment infringement. Any requirement for licensing or registration is an infringement.
