Friedman would be fine with the setup if it was a financial decision made by the fact that the labor was extraordinarily cheap. Also, the builder may not have the capital for earthmoving equipment. I think of those small Chinese restaurants that don't have a soda dispenser but sell cans (that they probably bought as regular customers at a Cosco or Walmart type place) because they don't have the credit for a soda distributor/equipment company. The cost of fountain soda is MUCH less, but if you can't get it, you can't get it.
