Fauci can’t stop it. Only recommend. None of the covid actions were issued by Fauci. They were done by the states. Trump could have issued an EO but didn’t. I’m not sure if states could have override powers, but it would have been a good use of the bully pulpit.
Fauci was looked at as the grand wizard, untouchable and infallible, nobody was going to go against his recommendations - except later it was FL, TX and SD.
