Fredo is more indecisive and his inability to act effectively on his own behalf are character flaws highlighting his ability to be used and manipulated by others outside the Corleone organization. Eventually, these outside players ultimately prod Fredo into betraying his own Brother Michael, the successor Don Corleone, in the second movie.
You’ll have to watch the movie to find out what happens to Fredo… not gonna give that away.
