There’s another way to look at this: perhaps Biden didn’t know- his handlers are behind it all. After all, he has to be directed to do everything. Remember Inauguration Day? Somebody prepared that tall stack of Executive Orders for him to sign. They’re running things now. HE sure isn’t!
