I’m a little confused. I read that the United States of America filed bankruptcy in 2017 and the Federal Reserve has been canceled. So how is the District of Columbia (foreign owned) able to print and send $ to foreign countries? Or this part of the plan, to show us who is for and against America First? I also read that all the funds are being redirected to lowering our deficient and not going to the designated countries (Ukraine, Israel, etc.) but I have no sauce.

I have not heard what you have heard. It sounds like you need to check with that original source you started with, as it is not Q content.
