A few years back, the number of applications for a convention to address a balanced budget amendment reached the magic number of 34. The Archivist of the United States, who maintains the applications and the count, informed Speaker Boehner that Congress needed to set the time and place for a convention. Boehner sent House legal counsel to meet with the Archivist to audit the applications. Some states had rescinded their applications, and some later had reapplied for a convention. Following the audit, the count was reset from 34 to 28. Almost immediately two states jumped in, and the count rose to 30, where it sits today.
