Sounds like old Mao had a similar idea. He wants to pit the true believers and those on the fence against those who were resistant to complying. Those on the fence would rather be on the side that wasn't being dehumanized or demonized.

You do not need politics if you can bankrupt, exile, imprison, or execute, your political opponents.

Mao gained compliance with terror - not politics.
