The solution should be that if a property is not occupied by the owner, by a business paying rent, or by a tenant paying rent for a specified amount of time, then the property can be condemned and auctioned off.
Governments are too chicken (or bought and paid for) to do this, so they allow squatters to do the dirty work for them.
And yes I know, libertarians would be perfectly okay with a person buying a property, holding it for decades, or even centuries via it being handed down to his children and grandchildren and doing absolutely nothing with it. But then, libertarians are naive utopians who don't realize that individuals' inaction can have very negative effects on the overall community that have to be addressed.
Government has the option of fining property owners for code violations, there is no need to throw other people’s property rights out the window just because you want property to be used in some fashion of your choosing.
When large numbers of property owners leave property vacant, there is probably some government policy that causes them to do so. Fix the problem not the symptom.
I’d rather have fiscal libertarians as my neighbors than some lib Karens or some Karen posing as a conservative.

Well, that just seems silly. Who will determine how long it must be vacant? The government? And, what of basic property rights? We are already hammered by infringement that has creeped into our system over the last 150+ years; and, yet, you want more?
Nah, better that we UNDO laws that favor squatting and recognize it for what it is...stealing, theft. And, property owners should be granted wide latitude in removing the criminals.
There are lots of people who own season al use places. That would be a real infringement on their rights.
I guess you have something against private property use. Your restrictions are also too vague and broad and allow for illegal government seizure of property.

Cute rationalization for outright THEFT!
Not only libertarians but conservatives. You sound like a utopian aka Marxist.
