In other words, Wray was lying again.

This is lawyer talk, for this statement means nothing. I can not be held responsible for something “I believe”.
I was coached by a lawyer once that when you speak to the police or in any court situation where you are giving sworn testimony that you always state that what you are saying is “to the best of my knowledge”.
This is the same thing.
