Ships only guarantee they are responsible for you being late if they sponsored the tour. There are a lot of cruisers who book their own tours privately to save money. Looks like they took gamble and lost.
If you want to have a laugh, look up “pier runners” videos on YouTube. Lots of people barely make it back to the ship on time. Some don’t make it back on time, and they have to find their own transportation home.
Finally, I think cruise lines get fined for staying too long at a dock. They are paying to be there, and there are schedules they must abide by. The people who are raising a fuss over their lateness causing the ship to leave without them need to take it up with the private tour company who made them late….

Very true. But I still think it ridiculous to leave while they’re on the pier, as opposed to being nowhere in sight, which is a different story.
Tug Boats have a schedule to follow, also.
