Knowing she had a delivery coming because she ordered something, she should have been aware of what was going on on her property, and should have kept her dog under control until he left. Course, even then her dog should ALWAYS be un der her control.

I think you are projecting a specific perception onto her. I believe the woman can be legitimately distraught that someone shot her dog, and I too would regard it as use of excessive force and an over the top insane response.

Some people are very attached to their pets. Some people literally call them "fur babies." They hold for them a love that most would only have for their actual children.
