Wasn’t the permanent bureaucracy turfed Nixon, tried to turf Reagan (Iran-Contra) and is now working on putting Trump in prison. Bureaucrats of all persuasions exist in government. Many are bored stiff, think they could do better if only given the chance. They will work with fellow partisans if they feel the risk-reward ratio is favorable.
In the private sector, plenty of wealthy patrons willing to subsidize fellow travelers on both sides of the aisle. That’s what think tanks are for. In government, there’s the featherbedding from do-nothing political appointments.
