There are plenty of other roads that traffic can drive. They just add expense to the trip.
The bigger issue is that it will shut down the port for a few weeks. The impact on the flow of cars into the country—and sugar out of the country—will be significant.

The impact on the flow of cars into the countryPort of Philadelphia (Packer Marine Terminal) could take, probably, two more car ships a week. Not sure exactly what the volume is in Baltimore.
