What this does is qualify McDonalds as producing ‘fresh baked goods’ on site, and thus excludes them (like Subway) from California’s recent massive mandatory wage hike.

Two problems with that. First, it says that Krispy Kreme will be sold at McDonald's locations, not that they will be made there. KK sells a lot of donuts at grocery stores, but doesn't make them at those stores. Second, to qualify for the baked goods exclusion, a company has to have been producing those goods since before a date which has now passed.
