Why?
As long as the Gov is willing to loan $$ for, what is essentially teen day care.
With little to no expectation of any educational return on investment.
And getting kids/ parents on the hook for many years of repayment. Or partial or complete loan forgiveness.
These places are free to be massive bloated over administered high cost indoctrination / day care facilities with no expectation of any educational results.
