I know very little about ships but shouldn’t a harbor pilot be on the bridge at this point?

Would they let someone unfamiliar with Baltimore Harbor pilot a ship this big in the wee hours of the morning?

Notice the thick black smoke coming from the ship before the collision. Might be diesel exhaust from the screws being in full reverse?
