He did the best he could. Mitch McConnell refused to let the Senate go into recess the entire Trump presidency to prevent recess appointments. He went into recess for Obama, but not for his own parties president. He did the best he could, he was gonna bring in the Wall Street killers he bragged about. But massive amounts of street terror, assaulting appointees at restaurants, massive well organized boycotts of any company, individual and all of their family members who accepted a position in his administration. Accepting an appointment into his administration could only happen if McConnell approved, and if that person never intended to have another career in corporate America. The good Wall Street throat cutters he would’ve brought into the government all bowed out due to the street terror people. Anyone even remotely associated with his administration was kicked out of restaurants, hounded on the street, and even their family members lost jobs. The entire business advisory Council corporations and CEOs were hit with such vicious boycotts that they all bowed out immediately. And of course, on day one McConnell and a half the Republicans supported the Russia gate accusations which they damn well knew were false. That also had the effect of making him toxic, anyone who wanted to work for him who had the slightest business dealings with Russia, and that was more than a few, we’re going to get the rectal exam of their entire life.
So he was left with generals who he could assign, and innocently thought we were loyal to America, family members, and some fairly unqualified people. Disgusting for you to even bring that up like it was a feeling of his.
Trump could only appoint cabinet people who were approved by McConnell.
