After the late Bush era real estate meltdown in Florida, many Florida jurisdictions were in deep hurt financially.
Trump probably could have gotten Mar-a-Lago moved out from under the restrictive covenants if he tried hard and hired the ‘right’ lawyers.
Florida jurisdictions also have hurricane tax base worries. Trump could play on those to try to get out from under the restrictive covenants on Mar-a-Lago. It would be nice for Palm Beach County to have substantial financial reserves.
