As far as I know you are correct about Windows 7. I believe the author was using the example to show that in official ES&S documentation from 2013 ES&S states that their election voting machines are internet compatible and can be hooked up to the internet, to prove his point about ES&S machines.
On a side note back in the 00s I lived in Texas and worked for a vendor that sold to Diebold Inc. Diebold, Inc. owned Diebold Election Systems aka Premier Election Systems which provided voting machines in the US and also the entire country of Brazil. Even back then Diebold Election Systems was a hot topic. When I met with our Diebold clients the conversation would inevitably turn to the voting machines and how they used virus prone Windows systems that one could buy off the shelf of their local computer store. Starting in 2005 Diebold put the election voting machine division up for sale. It sold in 2009 to ES&S.
