I highly suggest watching The Program on Netflix. It's a heartbreaking story about these schools for troubles yutes that are terribly abused, and the owners keep getting away with it. It goes to the top as to why these people aren't prosecuted. I also suspect this documentary barely scratches the surface on the abuse - especially to orphaned and foster children.
