Exactly. If I was a business owner in New York State, and I hadn’t made plans to flee after the Trump ruling, I will be doing so immediately. If physically possible to relocate, that would be done. If not, say, a restaurant, or similar establishment, I would be laying off every employee, immediately winding down the business and selling off any Remaining physical assets at auction.

It’s probably best to hang on to such businesses. Sell to your near penniless children for say 1% of the revenues annually until you die. Buy your Florida homestead property.
