There's a business opportunity for the cartels. Let's say you own a store in El Paso. You'll pay protection money to Sinaloa Cartel. They'll "take care" of thieves who've been robbing all the stores in El Paso. El Paso Police will look the other way because they won't have to deal with law and order themselves.
