No; it says income taxes may be imposed without apportionment among the states. And before it, there was no mention of income tax in particular, but “direct taxes” in Article 1 Section 2.
In short, the Sixteenth Amendment inserted the second plank of communism, “a heavy progressive or graduated income tax”, into the Constitution, even though the amendment does not say it has to be perpetual.
